农村供水中长期发展战略研究——以安徽省为例

Study on medium and long term development strategies of rural water supply--An case study of Anhui Province

农村饮水安全是水利系统实施乡村振兴战略的底线任务。2020年是脱贫攻坚决战决胜之年,又适逢“十四五”规划编制阶段。如何进一步对农村供水工作进行顶层设计,明确其中长期发展的战略导向、实施路径及目标规划,是农村供水工作能否在“十四五”期间实现提档升级、助力乡村振兴的关键。以安徽省为例,分析农村供水工作的具体问题和长效管理机制创建,对“十四五”期间安徽省农村供水安全保障工作的目标任务确定提出了建议。

Rural drinking water safety is the basic task of implementing the strategy of Rural Revitalization.2020 is the decisive year to win the battle against poverty and finalizing preparation of the 14th Five-Year Plan.To better off top-level design of rural water supply system,and provide guidelines for strategic direction,implementation path and target planning of long-term development shall be crucial for rural water supply utilities,in order to achieve further development during the 14th Five-Year Plan period and make contribution to the Rural Revitalization.Taking Anhui Province as an example,this paper analyzes the specific issues with rural water supply and establishment of long-term management mechanism,and puts forward suggestions on defining objectives and tasks for securing water supply in rural areas of Anhui Province during the 14th Five Year Plan period.
