The supreme state conference was an important institution set up according to the 43rd article of the 1954 Constitution.From 1954 to 1964,the supreme state conference convened 21 times and involved many major historical events.This paper historically reviews the detailed operational mechanisms of the supreme state conference,and surveyed such information as its convening number,time,location,and participants.The supreme state conference was flexible and representative.It was both an important link in policy making of major state affairs and an important stage to disseminate lines and policies of the Party and the state.It was an important organ for the distinctive political system of new China in its early stage,and is highly inspiring in the new era to promote the modernization of state governance system and governance capacity.
