基于DEA模型的某省58个集中连片贫困县(区)卫生资源配置效率的研究

Study on the Efficiency of Sanitation Resource Allocation in 23 Poor Counties(Districts) of A Province Based on DEA Model

目的对甘肃省58个贫困县(区)卫生资源配置效率进行研究,为甘肃省提高卫生资源的利用效率、实现资源的优化配置提供科学依据。方法运用数据包络分析模型(DEA)从横向和纵向两个维度对甘肃省58个贫困县(区)卫生资源的利用效率进行研究。结果58个贫困县(区)卫生资源配置效率存在地域差异;23个贫困县(区)卫生资源配置效率相对较低,表现出非DEA有效;2013年~2017年58个贫困县(区)卫生资源配置效率总体不断优化;2016、2017年规模效率不变。结论研究和分析结果表明,甘肃省58个贫困县(区)卫生资源总体配置情况不甚合理。影响和制约甘肃省58个贫困县(区)卫生资源配置的主要问题包括配置体系、配置结构、管理制度等方面。政府及有关部门应致力于以下方面的改善:加强区域卫生规划;通过存量调整、结构优化、改进管理水平等,促进卫生资源优化配置。

Objective The research on the efficiency of health resource allocation in 58 poverty-stricken counties(districts)in Gansu Province provides a scientific basis for improving the utilization efficiency of health resources and realizing the optimal allocation of resources in Gansu Province.Methods Using the Data Envelopment Analysis Model(DEA)to study the utilization efficiency of health resources in 58 poverty-stricken counties(districts)in Gansu Province from the horizontal and vertical dimensions.Results There are regional differences in the allocation efficiency of health resources in 58 poverty-stricken counties(districts);the efficiency of health resource allocation in 23 poverty-stricken counties(districts)is relatively low,showing that non-DEA is effective;the allocation of health resources in 58 poverty-stricken counties(districts)from 2013 to 2017 The overall efficiency is continuously optimized;the scale efficiency remains unchanged in 2016 and 2017.Conclusion The research and analysis results show that the overall allocation of health resources in 58 poverty-stricken counties(districts)in Gansu Province is not reasonable.The main problems affecting and restricting the allocation of health resources in 58 poverty-stricken counties(districts)in Gansu Province include allocation system,configuration structure and management system.The government and relevant departments should make efforts to improve the following areas:strengthen regional health planning;promote the optimal allocation of health resources through stock adjustment,structural optimization,and improved management.
