摘要
公安绩效考核的建立与完善是我国公安行政体制改革的重要组成部分。在民事纠纷呈爆发性增长的社会转型期,公安机关对于民事纠纷的处理不仅具有合法性也具有相当的合理性。但现阶段我国公安绩效考核中缺少对处理民事纠纷的考核。对此,一方面通过对现有公安绩效考核大多采用的“平衡记分卡”构建方法进行分析,将处理民事纠纷的考核嵌入整体考核体系中;另一方面采用关键绩效指标,对处理民事纠纷的二、三考核级指标进行分析,构建操作性强、科学、合理、公平的处理民事纠纷考核指标体系。
The establishment and improvement of public security performance assessment is an important part of reform of public security administrative system in China.In the social transition period with explosive growth of civil disputes,the handling of civil disputes by public security organs is not only legitimate but also reasonable.However,there is a lack of civil dispute assessment in the current public security performance assessment.In this regard,on the one hand,civil dispute assessment shall be added into the overall assessment system by analyzing construction method of“balanced scorecard”which is mostly used in the current public security performance assessment.On the other hand,key performance indicators shall be adopted to analyze the second and third assessment indicators for handling civil disputes,so as to build a practical,scientific,reasonable and fair assessment index system for handling civil disputes.
