城市生活垃圾分类治理中的政府责任探析

ANALYSIS OF GOVERNMENT RESPONSIBILITY IN THE CLASSIFICATION AND MANAGEMENT OF MUNICIPAL DOMESTIC WASTE

为了实现社会的可持续发展,对垃圾进行回收利用已成为必然趋势。作为垃圾治理源头的垃圾分类,具有全局性影响,直接关系着后续处理环节的成效。从国家、市场和社会角度来看,在当前社会环境下,政府对垃圾分类工作有干预的必要性。在此项工作中政府应承担的责任包括领导规划、监督管理、组织动员、教育引导等。为了实现政府责任,摆脱治理困境,应当加强中央政府的督察和评估、完善相关配套建设、提高居民垃圾分类知识以及利用经济杠杆,建立利益联动机制等。

In order to achieve sustainable development of society,recycling of garbage has become an inevitable trend.As the source of garbage management,the classification of waste has a global impact and is directly related to the effectiveness of subsequent processing.The article analyzes the necessity and importance of government intervention in the current social environment from the perspective of country,market and society.On this basis,the government should assume responsibility,such as leadership planning,supervision and management,organization and mobilization,and education guidance.In order to realize the government’s responsibility and get rid of the dilemma of governance,the research proposes the implementation path in a targeted manner,including strengthening the supervision and evaluation of the central government,improving relevant supporting construction,improving the knowledge of household waste classification,and using economic leverage to establish a profit linkage mechanism.
