Countermeasures to Construct Virtual Stock of Strategic Drug Reserve in Medical Institutions

目的为扩充我国地方药品战略储备容量提供理论支持。方法以上海交通大学医学院附属上海儿童医学中心为样本医院,系统分析样本医院供应药品的品种目录,结合地方药品战略储备需求,遴选具有战略储备价值的药品品种,依据药品单次治疗的最小用药量分析供应人次。依据药品供应情况探讨构建医疗机构药品战略储备虚拟库存的对策及建议。结果样本医院供应药品672种,其中6种药品(主要为防治流感的药物、创伤急救药和解毒药)具有战略储备价值。奥司他韦月均可供应人次较多(2019年达3000人次),阿托品、青霉胺和亚甲蓝等解毒药的月均可供应人次较少。结论构建医疗机构药品战略储备虚拟库存可行。应保障应急情况下相关药品的供应,构建医疗机构药品战略储备虚拟库存,形成区域性的统筹协调机制,补充地方药品战略储备量。

Objective To provide theoretical support for expanding the local drug strategic reserve capacity in China.Methods Taking Shanghai Children’s Medical Center affiliated to Shanghai Jiao Tong University School of Medicine as the sample hospital,this paper systematically analyzed the catalog of drugs supplied in the sample hospital.We selected the drugs with strategic reserve value in combination with the local drugs strategic reserve demand.We also analyzed the number of people could be supplied according to the minimum demand of single treatment of drugs.According to the situation of drug supply,the countermeasures,and suggestions to build the virtual inventory of drug strategic reserve in medical institutions were investigated.Results A total of 672 kinds of drugs were supplied in sample hospitals.Among the existing drugs,6 drugs(mainly for the prevention and treatment of influenza,trauma emergency medicine and antidote)had strategic reserve value.Among them,oseltamivir could provide more people per month(up to 3,000 in 2019);monthly supply of antidote such as atropine,penicillamine and methylene blue weremuch fewer.Conclusion It is feasible to construct virtual stocks of strategic drug reserve in medical institutions and should guarantee the supply of related drugs in emergency situations.Construction of virtual stocks of strategic drug reserve in medical institutions and formation of a regional coordination mechanism can supplement the local strategic reserve of medicines.
