摘要
产学研协同创新是我国制造业实施创新驱动战略的关键。运用DEA-Tobit两步法,构建评价指标体系,对我国制造业产学研协同创新效率进行评价,并对其影响因素进行分析。研究结果显示,我国制造业产学研协同创新综合技术效率尚未达到最优,其主要原因在于规模效率无效。企业的经济效益、政府的支持力度和学研的参与程度对产学研协同创新综合技术效率均会产生显著影响。其中,政府的支持力度和学研的参与程度对产学研协同创新综合技术效率产生显著的正向影响,而企业的经济效益对产学研协同创新综合技术效率产生显著的负向影响。在此基础上,对我国制造业产学研协同创新效率的提升提出相应建议。
The industry-university-research collaborative innovation is the key to implementing the innovation-driven strategy in China’s manufacturing industry.The DEA-Tobit two-step method is used to construct an evaluation index system to evaluate the collaborative innovation efficiency and analyze the influencing factors of China’s manufacturing industry.The results show that the integrated technical efficiency of industry-university-research collaborative innovation in the manufacturing industry has not yet reached the optimal value,which is mainly due to the inefficiency of scale efficiency.Factors including the economic benefit of enterprise,the support of the government,and the participation level of university and research institute all have a significant impact on the comprehensive technical efficiency of industryuniversity-research collaboration innovation.Among them,government support and the participation degree of university and research institute has a significant positive impact on the comprehensive technical efficiency of industry-university-research collaborative innovation,while the economic benefit of enterprise has a significant negative impact on the comprehensive technical efficiency of industry-university-research collaborative innovation.On this basis,the paper puts forward corresponding suggestions for improving the efficiency of collaborative innovation in China’s manufacturing industry.
