PPP模式下公民参与旧城改造策略初探

On Strategy of Citizens’ Participation in Old City Reconstruction under PPP Mode

旧城改造过程中涉及的土地征收、拆迁补偿以及住户安置等问题构成众多利益主体之间的矛盾,公众的积极参与是协调这些矛盾的一个有效措施。本文关注到我国城市在PPP模式下旧城改造中公民参与存在的问题与不足,探索在PPP模式下公众参与旧城改造的策略:一是政府部门通过制定相关政策法规,为推动公民参与旧城改造提供强有力的政策支持;二是给予业主居民表达意见和建议的权利,构建公民参与旧城改造的合法、有效的正式渠道;三是解决旧城改造中公民参与的信息不对称问题,提升公民参与意识和积极性。

In the process of old city reconstruction, land acquisition, compensation for demolition and resettlement as well as other relevant issues constitute contradictions among many stakeholders. The active participation of the public is an effective measure to coordinate these contradictions. This paper focuses on the problems and deficiencies of citizen participation in the old city reconstruction under PPP mode, and explores the strategies of public participation: firstly, the government departments provide policy support for citizens’ participation by formulating relevant policies and regulations;secondly, the owners and residents are offered legal participation channels, through which they can be given the right to express their opinions and suggestions;the third is to solve the information asymmetry problem and improve citizens’ participation consciousness and enthusiasm.
