摘要
随着贫困人口大幅退出,在脱贫刚性目标的约束下,贫困退出领域中的问题与矛盾也引起了政府和学界的关注。本文应用扎根理论即质性研究的一种方法,以H省为例,通过个别访谈及无结构化访谈与基层干部进行深度访谈收集资料,并对访谈资料进行归纳分析从而建构出贫困退出中基层干部机会主义行为的生成机理。研究发现,贫困退出中基层干部机会主义行为的生成机理可以用"政策认同度-社会规范-任务难度-监督问责-考核压力"的框架进行阐释,基层干部的政策认同度作为内生动力、社会规范作为外驱动力、任务难度作为内嵌环境因素、监督问责和考核压力作为外部环境,共同使得基层干部在贫困退出中做出机会主义行为。
This paper applies a grounded theory,a method of qualitative research. Take H province as an example,collect information through individual interviews and unstructured interviews with in-depth interviews with grass-roots cadres,and the data is summarized and analyzed to construct the generation mechanism of opportunistic behaviors of grassroots cadres in poverty withdrawal. It is found that the mechanism of opportunistic behaviors of grass-roots cadres in poverty withdrawal can be explained with the framework of"degree of policy approval-social norms-task difficulty-supervision and accountability-assessment pressure". The degree of policy approval of grass-roots cadres as the internal driving force,social norms as the external driving force,task difficulty as the embedded environmental factor,as the external environment supervision and accountability and the assessment pressure having reversed effect,together make grass-roots cadres to make opportunistic behavior in poverty withdrawal.
