摘要
公共图书馆职称评审信息化建设还未得到广泛重视,调研发现,公共图书馆(图书资料系列)职称评审信息化建设起步较晚,落后于档案系统和人事管理系统的建设水平。公共图书馆在线职称评审系统,应具有涵盖较全的职称评审系列、统一数据标准、充分利用图书馆在线数字资源、注重职称评审数据归档与分析等特点。其系统业务流程可以包括准备阶段、初审阶段、初评阶段、终评阶段、公示结果及上报阶段,并匹配相应的三级功能架构。此外,公共图书馆在线职称评审系统平台的构建,应加强职称评审系统建设的顶层设计,对不同行业职称评审系统的构建采取不同的策略。
The informatization construction of professional title evaluation of public libraries has not been paid much attention. According to the investigation, the informatization construction of professional title evaluation of public libraries(book and reference material series) started late and lagged behind the construction level of the file system and the personnel management system. The online professional title evaluation system of public libraries should have the characteristics of covering a complete series of professional title evaluation, unifying data standards, making full use of online digital resources of libraries, paying attention to the filing and analysis of professional title evaluation data, etc. The system operation process may include namely preparation stage, preliminary review stage, preliminary evaluation stage, final evaluation stage, and result disclosure and reporting stage, and match corresponding three-level functional architecture. In addition, to construct the online professional title evaluation system platform of public libraries, we should strengthen the top-level design of the professional title evaluation system construction and adopt different strategies for the construction of the professional title evaluation system of different industries.
