院地成果转化合作体制机制研究——以大连市金普新区为例

Research on the System and Mechanism of the Achievements Transformation and Cooperation Between the Institute and the Local Government——Taking Jinpu New District of Dalian as an Example

促进院地成果转化是落实“科教兴国”战略的重要抓手之一,而院地成果转化合作体制机制是决定转化效率和质量的关键因素。本文以大连市金普新区为例,系统分析了该地区院地成果转化的现状与需求,总结制约金普新区院地成果转化的主要问题,从金普新区院地成果转化合作体制机制的建立与完善入手,提出解决其转化难题的对策建议。不仅有助于推动完善金普新区院地成果实现有效转化,也可以为其他区域的同类转化需求提供一定的参考思路。

Promoting achievements transformation between the Institute and the local government is one of the important cause for implementing the strategy of“rejuvenating the country through science and education”.However,the transformation rate and quality are determined by the institutional mechanism of transformation and cooperation between the Institute and the local government.Therefore,taking Jinpu new district of Dalian as an example,this paper systematically analyzes the current situation of the achievements transformation between the local government in this area,summarizes the main problems restricting its realization in Jinpu new area.And from the establishment and improvement of the cooperation system and mechanism of the transformation of the achievements of Jinpu new district,we put forward countermeasures and suggestions to solve the transformation problems,hoping to promote the effective achievements transformation of Jinpu new district and provide some ideas for the similar requirements of other regions.
