环境规制与工业碳生产率的空间溢出效应——基于中国省级面板数据的实证研究 被引量:14

Spillover Effect of Environmental Regulations and Industrial Carbon Productivity:Empirical Study Based on Provincial Panel Data of China

摘要 基于波特假说与新地理经济学,通过建立空间杜宾模型(SDM),利用我国2010-2017年30个省市面板数据,对工业碳生产率的空间溢出效应、环境规制异质性与工业碳生产率的关系以及环境规制的直接效应与间接效应进行实证分析。结果表明,我国工业碳生产率在空间上存在明显的集聚现象;命令型环境规制的直接效应和间接效应对工业碳生产率水平具有显著的促进作用;激励型环境规制的直接效应和间接效应均显著,会对本地区和周边地区的工业碳生产率产生抑制作用;公众参与型环境规制的直接效应和间接效应都能促进工业碳生产率水平,并且直接效应更加显著。此外,区域经济发展水平、科技进步和工业规模结构能够显著地促进工业碳生产率提升,但能源消费结构会对工业碳生产率产生抑制作用。 Previous studies have focused on the intensity of environmental policies on local industrial carbon productivity,while paying little attention to the effect of neighboring areas and heterogeneity of environmental policies.Based on the Porter hypothesis and the New Economic Geography,in this paper we have established the space Durbin model and used the panel data of 30 provinces and cities in China in the past 8 years to take an empirical study of the spatial spillover effect of industrial carbon productivity,the relationship between environmental regulation heterogeneity and industrial carbon productivity,and the direct and indirect effects of environmental regulations.The results show that China′s industrial carbon productivity is highly regionalized and spatially clustered.Direct and indirect effects of force-command environmental regulations play a significant role in promoting industrial carbon productivity level.Direct and indirect effects of incentive environmental regulations are significant,and incentive environmental regulations exert a negative effect on industrial carbon productivity in this region and adjacent regions.Direct and indirect effects of public participation in environmental regulations can promote the level of industrial carbon productivity,and the direct effects are more significant.In addition,the regional economic development level,the scientific and technological advancement,and the industrial scale structure can significantly increase industrial carbon productivity,while the energy consumption structure will inhibit industrial carbon productivity.
