The promotion of globalization makes the global order a real public need.The study of the justification of global governance order has become the primary theoretical task of studying global governance.Based on natural passion and natural reason,Hobbes finally brings up absolute sovereign authority through mutual covenant and joint authorization,thus proving the public peace and security order of the sovereign state.Based on the human nature for good and the tendency to evil,by virtue of the public legal right derived from the basic moral law,Kant justifies the public peace and security order of international legal right and the world citizens'legal right on the basis of the sovereign state.Hobbes and Kant have the same path to the justification of order,which provides abundant theoretical resources for building the global governance order today.
