加拿大油气投资环境变化及应对策略

Changes of Canadian oil and gas investment environment and countermeasures

加拿大油气资源丰富,尤其是油砂油生产在世界处于领先地位。美国页岩革命带来的能源独立导致油气出口路径单一的加拿大不仅油气产量受到严重影响,价格也受到打压。近年来,计划新建的管道工程受阻、增设碳税和政府监管力度加大均致使油砂开采成本增加。国际石油公司大幅减持或抛售油砂资产、退出或放弃加拿大LNG项目建设计划。中国多家石油公司在高油价期间并购了加拿大非常规油气资产,前期购股费用高、建设周期长,大部分项目产能未达预期,严重影响效益。需要在综合研判加拿大投资环境、加强地下油气试采力度、加大科技创新、发挥资源国人才优势等方面,做好"一项目一策"研究,加大合资合作力度,尽早使项目走出困境。

Canada is rich in oil and gas resources,especially the production of its oil sands kept the world’s leading position.The energy independence brought about by the shale revolution in USA has severely affects not only oil and gas production in Canada but also their prices in Canada since it has a single export route.In recent years,planned new pipelines’ delays,the carbon tax,and increased government regulation have all increased the development costs of oil sands.International oil companies have sharply reduced or dumped oil sands assets and pulled out of plans to build LNG in Canada.A number of Chinese oil companies acquired Canadian unconventional oil and gas assets during the period of high oil prices,which resulted in high cost of early equity purchase and long construction cycle,and the production capacity of most projects was not as expected,which seriously affected the economic efficiency.It is necessary to comprehensively study and evaluate the investment environment of Canada,to strengthen the efforts of underground oil and gas pilot production,increase scientific and technological innovation,give play to the advantages of talents in Canada,carry out the research "one customized policy for one project",intensify the joint venture and cooperation,and get the projects out of trouble as soon as possible.
