安徽省农村生源大学毕业生土地承包权退出意愿研究

Research on the Willingness to Withdraw from Land Contracting Rights for Graduates of Anhui Rural Student University

在新型城镇化战略与乡村振兴战略的双重背景下,农村生源大学毕业生土地承包权有序退出,对于推进农村生源大学毕业生市民化,优化土地要素配置、实现土地的高效利用与规模经营,统筹协调城乡发展具有重要意义。针对农村生源大学毕业生土地承包权退出意愿问题,通过对安徽省16个地市的调查,应用logistics模型,分析农村生源大学毕业生土地承包权退出意愿及影响因素。结果表明,安徽省农村生源大学毕业生不愿退出土地承包权的原因既有经济层面的考量,又有社会层面的顾虑。其土地承包权退出意愿主要受到性别、婚姻状态、毕业年限等个人基本特征影响;受家庭主要收入来源等家庭基本特征影响;受距最近县城距离、土地流转情况、农业生产情况等家乡区位特征影响。在此基础上,从构建多元化的土地承包权退出路径、加快推进户籍制度改革、强化就业促进机制与社会保障机制等方面提出了相应的政策建议。

Under the dual background of new urbanization strategy and rural revitalization strategy,for the rural graduates,withdrawal of land contract right is of great significance to promote the citizenization of rural graduates,optimize the land allocation,achieve the efficient use and scale management of the land and promote coordinated development between urban and rural area.According to the investigations on the rural graduates form sixteen prefectures in Anhui Province,I try to get their intentions on whether they're willing to give up the land contract right and the influencing factors by using logistics model.The result shows that the reason why they refuse to give it up is related to both economic and social aspects.It is mainly influenced by three aspects,first,their personal basic information like gender,marital status,graduation year and so on;then,their family statues like the source of family income;last,the location of their hometown including the distance from the nearest city,land circulation and agricultural production.Also,I will give some policy suggestions on how to construct diversified approaches on the withdrawal of land contract right,establish a coherent dynamic policy system and accelerate the reform of household registration system.
