2011-2017年贵州省卫生总费用筹资水平和筹资结构分析

Analysis of Financing Level and Structure of Total Expenditure on Health in Guizhou Province from 2011 to 2017

目的:了解2011-2017年贵州省卫生总费用筹资水平和结构,并分析其趋势。方法:采用筹资来源法对贵州省2011-2017年卫生总费用进行测算,与西部9省及全国分别进行比较分析。结果:2011-2017年贵州省卫生总费用年平均增长速度为12.15%,高于全国平均增长速度(11.71%),在西部10省中排末位;2011年政府卫生支出占48.56%,2017年占42.22%;2011年社会卫生支出占22.73%,2017年占33.64%。2011年个人现金卫生支出占28.71%,2017年占24.14%;2011年人均卫生总费用为1220.9元,2017年为2916.38元。结论:贵州省卫生总费用筹资水平偏低,在西部10省及全国排位靠后,政府是筹资的主要渠道,社会卫生筹资水平较低,人均卫生总费用偏低,筹资结构有待优化。

Objective:To understand the level and structure of the Total Expenditure on Health(TEH)in Guizhou province from 2011 to 2017 and to analyze its trends.Methods:The financing source method was used to measure the TEH of Guizhou province from 2011 to 2017,and the result was compared with the data of 9 western provinces and the country.Result:The average annual growth rate of total health expenditure in Guizhou province from 2011 to 2017 was 12.15%,which was higher than the national average growth rate(11.71%),ranking the last among the 10 western provinces.Government health expenditure accounted for 48.56%in 2011 and 42.22 in 2017%,social health expenditure accounted for 22.73%in 2011 and 33.64%in 2017,personal cash health expenditure accounted for 28.71%in 2011 and 24.14%in 2017,total per capita health expenditure was 1220.9 yuan in 2011 and 2916.38 yuan in 2017.Conclusion:The level of TEH financing in Guizhou province is low,and it ranks behind of the 10 western provinces and the whole country,the government is the main channel for TEH financing.The level of social health financing is low,the per capita TEH is low,and the financing structure needs to be optimized.
