摘要
企业公益慈善行为在微观层面是企业嵌入社会的社会责任实践方式,在宏观层面是创造社会共享价值推动社会高质量发展的重要抓手,对于促进我国全面建成小康社会具有重要的现实意义。本文根据70年经济体制改革进程中我国企业对公益慈善的基本理念认知、政府制度供给特征以及企业公益慈善的整体发展状况,系统梳理了我国企业的公益慈善行为的演变轨迹,认为背后的演化的逻辑在于供给模式、组织形态、制度规制以及应用工具的共生共演。在新时代下新的发展理念与发展矛盾面前,我国企业公益慈善行为仍然面临着互联网情景下新经济与新业态中的多重发展困境,新时代下政府需要继续深化顶层制度设计,以推进企业慈善公益行为的制度供给,鼓励、引导与激励各类商业企业、社会企业以及社会个体(员工企业家)参与到社会精准扶贫与社会共享这一时代任务中;在组织形态层面加速培育基于社会责任内生型的新型混合型组织以创造更加高阶且更加均衡的综合价值与共享价值;最后,在网络生态空间层面,需进一步强化新经济下的公益慈善企业供给主体间的异化行为的治理,推进企业公益慈善行为可持续的价值共享生态圈演化。
As the practice of corporate social responsibility on a micro level,corporate philanthropy provides an important chance for pushing forward social quality development at a macro level. It weighs much in China’s realization of a well-off society in an all-round way. Based on the 70-year reform of the economic system,which has pushed forward the development of corporate philanthropy in China,this paper gives a systematic review of the 70-year history of corporate philanthropy,concerning people’s understanding of it,the characteristics of the institutional supply by the government and the overall development of this cause,and finds that the reasons behind the development are overall changes in the supply mode,organizational form,institutional regulation and application tools. With new concept of development and development contradictions in the new era,corporate philanthropy in China is still confronted with many difficulties,accompanying the new economy and new type of industry under the background of wide use of the internet. In the new era,the government must go further on with its top-level system design,to promote the institutional supply of corporate philanthropy. Most importantly,it is necessary for the government to encourage,guide and motivate all kinds of commercial enterprises,social entities and social beings( entrepreneurs) to participate in the task of social project of precise poverty alleviation and the program of social sharing,especially accelerating the cultivation of endogenous organizations of social responsibility,in order to create more advanced and balanced comprehensive value and shared value. And in terms of internet ecology,it is necessary to further manage the alienation among the main providers of corporate philanthropy in the new economy,so as to facilitate the development of value-sharing culture of sustainable corporate philanthropy.
