基于配电网评价的投资分配方法

Investment allocation method based on distribution network evaluation

提出了一种基于配电网评价的投资分配方法,首先构建具有工程性投资指导意义的电网评价指标体系,利用主客观赋权法得到目标层指标得分,然后采用基于粒子群算法的组合预测法预测配电网投资额,并对其中的粒子群算法进行改进,最后基于评价得分及投资预测额得出目标层指标的投资额。实证研究表明,该配电网投资分配方法基于评价得分进行投资分配,能够比较准确、客观地反映出电网的薄弱环节,科学引导投资指向,合理分配投资额,提高投资效率。

This paper proposes an investment allocation method based on distribution network evaluation.Firstly, it constructs a grid investment evaluation index system with engineering guidance significance, and uses the subjective and objective weighting methods to obtain the target layer index score. Then, it uses the particle swarm optimization algorithm based combination forecasting method to predict the grid investment, and the particle swarm optimization algorithm is improved. Finally, the investment of the target layer index is calculated based on the evaluation score and the investment forecasted. The empirical research shows that the grid investment allocation method based on the evaluation score for investment distribution can accurately and objectively reflect the weak links of the power grid, scientifically guide investment orientation, rationally allocate investment, and enhance investment efficiency.
