摘要
在深入阐述创新驱动发展能力内涵及创新驱动发展机理的基础上,构建广东创新驱动发展能力监测评价指标体系,并基于时间序列及横向对比等维度开展对广东的创新驱动发展能力监测评价。评价结果显示,广东存在社会研发能力较弱、科技人力资源发展水平相对较低、创新财政投入力度不大等问题。提出广东下一步推进创新驱动发展的对策建议。
On the basis of expounding the connotation of innovation driven development capability and the mechanism of innovation driving development,this paper constructs the monitoring and evaluation index system of innovation driven development capability in Guangdong and carries out monitoring and evaluating of innovation driven development capability in Guangdong based on time series and horizontal comparison.The evaluation results show that there are such problems in Guangdong as weak social R&D capability,relatively low level of development of scientific and technological human resources and little financial investment in innovation.Finally,this paper puts forward some countermeasures and suggestions for Guangdong to promote the innovation driven development.
