知识产权产品纳入地区生产总值核算研究——以兰州市安宁区为例

Research on Accounting of Intellectual Property Products Incorporated into Regional GDP——Take Anning District of Lanzhou as an Example

自2008版SNA颁布以来,越来越多的机构和学者开始深入研究知识产权产品产出及其纳入GDP核算的问题。这些研究大都基于现有统计数据的调整,对部分知识产权产品产出进行估算。鲜有学者从实际调查数据入手,将全部知识产权产品作为整体纳入GDP核算。有鉴于此,依托最新国际标准和相关研究成果,在从理论与应用两方面梳理考察现有知识产权产品估价方法的基础上,紧密结合中国国民经济核算的现实条件,提出改进知识产权产品实际核算的具体方法。基于分层抽样调查的数据资料,对2017年兰州市安宁区知识产权产品进行了全面核算,并据此结果调整得到纳入知识产权产品后的地区生产总值,从实践上验证了改进知识产权产品核算方法的可行性。

Since the publication of the 2008 SNA,more and more institutions and scholars have begun to deeply study the output of intellectual property products and their integration into GDP accounting.Most of these studies are based on the adjustment of existing statistical data to estimate the output of some intellectual property products.Few scholars start with actual survey data and include all intellectual property products as a whole in GDP accounting.In view of this,based on the latest international standards and related research results,on the basis of combing and examining the existing valuation methods of intellectual property products from both theory and application,and closely combining with the actual conditions of China's national economic accounting,it is proposed to improve the actual intellectual property products The specific method of accounting.Based on the data of stratified sampling survey,a comprehensive accounting of IP products in Anning District in Lanzhou,2017 was carried out.According to this result,the regional GDP after the inclusion of intellectual property products was adjusted,and the feasibility of improving the accounting methods of intellectual property products was verified in practice.
