生态扶贫政策的惠民效益分析——以内蒙古阿拉善左旗农牧区实测数据为例

An Analysis of Benefiting People from Ecological Poverty Alleviation Policy——Taking the Measured Data of Agricultural and Pastoral Areas in Alxa Zuoqi in Inner Mongolia as an Example

阿拉善左旗是典型的荒漠化地区,农牧业发展受到自然条件的严重制约。近年来地方政府出台了一系列扶贫补助政策,虽取得了一定的经济效益,但是个别区域生态环境恶化状况仍不容乐观,因此,通过政府主导,倡导社会各界积极发展生态产业,加强生态扶贫是解决该问题的重要途径。为进一步分析生态扶贫政策的惠民效益,本文选取了阿左旗为研究区,利用问卷调查和入户访谈的方式,梳理了近年来阿拉善左旗生态扶贫政策,通过对比分析政策实施前后,农牧民的生计变化得出相应结论,并为进一步完善生态扶贫政策提出建议。

Alxa Zuoqi is a typical desertification area,and the development of agriculture and animal husbandry is severely restricted by natural conditions.In recent years,local governments have issued a series of poverty alleviation subsidy policies.Although some economic benefits have been achieved,the deterioration of the ecological environment in individual regions is still not optimistic.Therefore,through government leadership,all sectors of society are encouraged to actively develop ecological industries and strengthening ecological poverty alleviation is the solution an important approach to this problem.In order to further analyze the benefits of ecological poverty alleviation policies,this paper selected Alxa Zuoqi as a research area,using questionnaire surveys and household interviews to sort out the ecological poverty alleviation policies of Alxa Zuoqi in recent years.The changes in the livelihoods of farmers and herdsmen draw corresponding conclusions and make recommendations for further improving ecological poverty alleviation policies.
