首都绿色物流体系下北京地区铁路专用线开发对策及效果

A Study on the Development Strategies and Effectiveness of Railway Special Lines in Beijing within the Capital Green Logistics Network

铁路专用线是城市货运的重要基础设施,使用铁路专用线开展货物运输具有运量大、稳定性强、经济环保等优点。阐述首都绿色物流体系和北京地区铁路专用线现状,针对目前北京地区铁路专用线存在的年久失修、接轨货运站接卸能力不足、铁路专用线布局不合理等问题,从升级改造铁路专用线、更新配套设备、整合铁路专用线资源等方面,探讨北京地区铁路专用线开发对策及效果。按照共商共建原则对北京地区铁路专用线进行开发,以达到补充铁路在城市内的货运能力,减少碳排放量,实现城市货运绿色化的目标,为首都绿色物流体系扩能奠定坚实基础。

Special railway lines, an essential infrastructure for urban freight transportation, enjoy the advantages of large capacity, strong stability, economical and environment-friendly. Based on an overview of the capital green logistics system and the special railway lines in Beijing, to address the existing problems in terms of outdated and badly-maintained facility, insufficient capacity of the connection freight stations and unreasonable layout, this paper puts forward the development strategies with the expected results from the aspects of renovating and upgrading the special lines, replacing the supporting equipment and integrating the resources. According to the principle of extensive consultation and joint construction, this paper argues that the special railway lines in Beijing be developed to increase railway freight capacity in urban Beijing, reduce carbon emissions and achieve the goal of green city freight, which will lay a solid foundation for capacity expansion of the capital green logistics system.
