培育“绿水青山”的价值及实现形式初探

Exploring the Value of Cultivating "Lucid Waters and Lush Mountains" and the Form of Its Realization

“绿水青山就是金山银山”,这已经成为我国农村进行生态文明建设的指导思想。但“绿水青山”作为公共产品无法在市场中变现,而培育“绿水青山”必须投入的资本需要变现。马克思主义经济学诠释了变现的基本原理,以财政支持农民组织起来构建“三位一体”的农民合作社体系,可以作为培育“绿水青山”经营主体,形成变现的具体路径。

The notion that "lucid waters and lush mountains are invaluable assets"has become the guiding thought of ecological civilization in rural China. As public goods,"lucid waters and lush mountains"cannot be put on the market,but the capital that is invested to cultivate them needs to make profit. Marxist economics explains the fundamental principle on capital and profit. The Chinese government should provide fiscal support for organizing farmers into a system of cooperatives featuring "three in one". A farmers’ cooperative shall be a market entity for nourishing lucid waters and lush mountains,serving as the feasible channel to make it happen.
