加强党对社会组织的领导,是推动社会组织健康发展与功能充分实现的需要,是巩固和扩大党执政的群众基础、社会基础的需要,也是党实现双重角色定位的需要。当前,党领导社会组织面临着不少困境,主要是:党员干部在认知上存在误区,舆论上存在“杂音”“噪音”;政社不分,党的宏观领导与社会组织独立发展时有冲突;社会组织公信力下降,使公众对党的公信力产生质疑;党员干部存在“本领恐慌”,难以应对社会组织发展过程中出现的新情况、新问题;社会组织党建工作在很多方面还没真正破题。增强党对社会组织领导的主要途径包括:通过政治领导、政策指引、思想引导、制度规制、改革推动,强化党对社会组织的宏观领导;通过扩大社会组织党建的“两个覆盖”,理顺社会组织党建的管理体制,推动党建工作与社会组织的业务深度融合,创新社会组织党建工作。

To strengthen the Party′s leadership over social organizations is the need to promote the healthy development and full realization of the functions of social organizations,to consolidate and expand the mass and social basis of the Party′s governance,and to realize the dual role orientation of the Party.At present,the Party′s leading social organizations are faced with many difficulties,such as:there are some misunderstandings in the cognition of Party members and cadres,noise in the public opinion;there are conflicts between the party′s macro leadership and the independent development of social organizations due to the fact that there is no separation between the government and the society;the decline of the credibility of social organizations causes the public to question the credibility of the party;the capability panic of Party members and cadres′makes them difficult to deal with the new situations and problems in the development of social organizations,the work of Party building in social organizations has not been really solved in many aspects.The main ways to strengthen the Party′s leadership over social organizations include:strengthening the Party′s macro-leadership over social organizations through political leadership,policy guidance,ideological guidance,institutional regulation and reform promotion;expanding the management system of social organization party building by expanding the"two coverage"of social organization party building to promote the deep integration of party building work with social organization business,and innovate social organization party building work.
