国有企业改革是我国全面深化改革的重要组成部分。党的十九届四中全会《决定》关于深化国有企业改革作出了一系列的新部署。面对新形势新任务,深化国有企业改革需要多目标统筹兼顾,注重完善国有企业现代企业制度与坚持国家基本经济制度相结合,协同解决国有企业产权结构问题以及国有资本产业布局问题,加强国有企业党建工作与管理工作有机结合,关注扭亏增盈的同时加强国有企业自主创新,协同推进国有企业改革与发展。

The reform of state-owned enterprises is an important part of China′s overall deepening reform.The decision of the Fourth Plenary Session of the 19th Central Committee of CPC has made a series of new arrangements on deepening the reform of state-owned enterprises.In face of the new situation and new tasks,we need to deepen the reform of state-owned enterprises with multiple objectives and overall consideration,and promote the reform and development of state-owned enterprises in coordination.We should pay attention to the combination of improving the modern enterprise system of state-owned enterprises and adhering to the basic economic system of the state,solve the problems of the property right structure of state-owned enterprises and the layout of state-owned capital industry,strengthen the organic combination of Party construction and management of state-owned enterprises,pay attention to turning losses and increasing profits,and strengthen the independent innovation of state-owned enterprises.
