摘要
2014年,英国政府开启了新一轮的名为"科研卓越框架"(REF)的评估制度,代替了实行多年的RAE模式。从RAE到REF,英国大学科研评估发展经历了准备与萌芽、调整与完善、改革与创新三个阶段。英国现行的科研卓越框架具有评估指标由"成果导向"向"应用导向"倾斜,评估单元鼓励跨学科研究,评估方法以同行评议为主、计量评估为辅等突出特点,对我国科研评估活动的开展以及"双一流"的建设具有借鉴与参考价值。
In 2014,the British government launched a new round of evaluation system called “Research Excellence Framework”(REF),replacing the RAE model that has been implemented for many years.From RAE to REF,the development of UK universities’research assessment has experienced such three stages as preparation and germination,adjustment and improvement,reform and innovation.The current framework of scientific research excellence in the UK has the following outstanding characteristics:the inclination of evaluation index from“achievement oriented”to“application oriented”,the interdisciplinary research encouraged by the evaluation unit and the peer-centered and measurement-supplemented evaluation method,which has reference value for the development of scientific research evaluation activities and the construction of the“Double First-Class”universities in China.
