摘要
在城市问题不断涌现且呈现日益复杂化的背景下,可持续城市更新作为顺应全球可持续发展的现代化治理模式,迫切需要通过科学决策方法的支持来推动其有效实施。在系统分析各类可持续城市更新决策支持方法的特点、问题及实践进展后发现:(1)传统决策方法以可持续城市更新评价为主,评价视角通常围绕社会、经济和环境三方面展开,评价指标主要分城市整体评价和更新项目评价两个层面,评价方法以指标体系构建和未来情景模拟为主;(2)当前方法创新的动向是运用群决策模型法、决策平台构建、多尺度模型法等为可持续城市更新提供决策支持;(3)未来发展趋向包括构建新一代信息技术支撑下的城市更新基底数据库,探索多尺度联动更新理论体系与决策传导优化方法,打造可持续城市更新的“区块链”云服务决策平台。
In the context of the continuous emergence and the increasing complexity of urban problems,sustainable urban renewal,as one of the modern governance methods that conforms to global sustainable development,urgently needs the support of scientific decision-making methods to promote its effective implementation.Through systematic analysis of the characteristics,problems and practical progress of decision support methods for various types of sustainable urban renewal,there are some findings.Firstly,traditional decision-making methods focus on the evaluation of sustainable urban renewal.The evaluation perspective usually revolves around social,economic and environmental aspects.The evaluation indicators are mainly divided into two aspects:city overall evaluation and update project evaluation.The evaluation method is mainly based on the index system construction and future scenario simulation.Secondly,the trend of current method innovation is to use the group decision making method,to construct decision platform,and to build multi-scale model method in order to provide decision support for sustainable urban renewal.Thirdly,future development trends will focus on building a database of urban renewal under the support of a new generation of information technology,exploring the multi-scale linkage renewal theoretical system and decision transmission optimization method and creating“blockchain”cloud service decision platform for sustainable urban renewal.
