皖北乡村公共服务设施现状特征及提升策略研究——以安徽省蒙城县为例

Study on the Status Quo and Promotion Strategy of Rural Public Service Facilitiesin the north of Anhui Province——Take Mengcheng County,Anhui Province as an example

十九大报告提出实施乡村振兴战略,乡村人居环境愈加受到各行为主体重视。乡村公共服务设施作为提供村民舒适便捷服务的载体,是乡村振兴战略实施的重要内容。研究选取安徽省蒙城县4个乡(镇)12个村庄的公共服务设施作为对象,基于实地调研对设施现状进行抽样调查和分析。通过调查结果梳理设施现状特征和问题:服务设施配置不均、设施缺乏组织管理、设施规模布局不合理、居民公众参与不足。提出相关提升策略:保障设施供需平衡、加强设施维护管理、完善设施及交通布局、发挥公众参与作用。通过蒙城县乡村公共服务设施建设的研究,以期为皖北其他地区乡村振兴战略实施提供有益的借鉴。

The report of the 19th National Congress put forward the implementation of the rural revitalization strategy,and the rural human settlements environment has been increasingly valued by various actors.As the carrier of providing comfortable and convenient services to villagers,rural public service facilities are an important part of the implementation of the rural revitalization strategy.The study selected the public service facilities of 12 villages in 4 townships(towns)of Mengcheng County,Anhui Province as the object,and conducted a sample survey and analysis of the current situation of the facilities based on field research.Through the survey results,the status quo characteristics and problems of the facilities are sorted out:uneven distribution of service facilities,lack of organization and management of facilities,unreasonable layout of facilities,and insufficient public participation of residents.Relevant promotion strategies are put forward:ensure the balance between supply and demand of facilities,strengthen the maintenance and management of facilities,improve the facilities and traffic layout,and encourage public participation.Through the research on the construction of rural public service facilities in Mengcheng County,it is expected to provide useful reference for the implementation of rural revitalization strategy in other areas of northern Anhui.
