国际视野下第三方教育评价机构的规范、认证与行业自律行为研究 被引量:15

Research on Regulation and Accreditation of Third-party Educational Evaluation Agencies and Self-regulatory Behavior in An International Perspective

摘要 第三方教育评价能够弥补传统的政府单一主体管理教育的不足。近年来我国第三方教育评估得到了较大发展,但由于缺乏监管和准入门槛,这类机构的质量和公信力问题引起了各方关注。科学的认证与管理是提升第三方评估机构独立性、专业性、权威性及公信力的重要途径。英美两国在注重第三方评价发展的同时,十分重视教育行政部门对第三方评价机构资质的认证与监管;与此同时,行业协会也发挥着自我监管的作用,与政府的监管相互补充,共同承担着第三方评估机构质量保障的职责。研究发现,与英美发达国家相比,我国对第三方评估机构的监管需要在制度建设、标准细化、法律保障等方面下功夫。 The development of third-party educational evaluation can effectively make up for the shortcomings of traditional government as a single-subject to handle education management.In recent years,China’s third-party educational evaluation has been greatly developed.However,due to the lack of supervision and access thresholds,the quality and credibility of such institutions have attracted the attention of all parties.Most of them are at the early stage of development,lacking professional expertise.Scientific certification and management is an important way to enhance the independence,professionalism,authority and credibility of third-party assessment agencies.While paying attention to the development of third-party evaluation,the UK and US attach great importance to the certification and regulation of the qualifications of third-party evaluation agencies;meanwhile,the associations of the industry play a self-regulatory role,complementing the government’s supervision,and jointly shouldering the responsibility of quality assurance of third-party evaluation agencies.The study found that in China,the government and social forces began to certify third-party education evaluation agencies and established relevant access standards and regulation systems.However,compared with developed countries,China’s supervision of third-party evaluation agencies still needs institutionalization,standardization and legalization.
