随着国家自主创新示范区的积极构建,已变成当前提高创新水平、促进创新战略发展的重要方式。推动高质量示范区的发展,需要国家为其提供一个良好的环境。创新生态的优化,面临着国家自主创新示范区发展过程中的诸多问题,例如,产业链规划的重视程度不足、成果评价系统不完善、区域发展模式同质化严重、人才引进力度不足等方面均存在不同程度的问题,为此从国家自主创新示范区的区域分布、政策演变及战略定位展开分析,同时总结了我国自主创新示范区取得的成绩,进而总结我国自主创新示范区存在的问题,随后明确当前我国自主创新示范区还存在这样几方面的问题,产业链规划程度不够,区域融合深度欠缺、创新成果需要不断优化,且激励机制要尽快完善、同质化现象严重,需要对区域差异化做进一步的明确,人才引进力度不足等,最后针对以上几点问题,提出了以下改进对策,期望通过完善示范区产业链布局,形成区域差异化的产业链,构建新的评价系统,提高顶层设计,构建示范区协同创新共同体,提高人才引进力度,完善人才保障机制,对接"一带一路"发展战略,促进示范区创新要素"集聚效应"的发挥。

This paper discusses the regional distribution, policy evolution and strategy of national independent innovation demonstration area This paper analyzes the orientation, summarizes the achievements of China’s Independent Innovation Demonstration Zone, and then summarizes the problems of China’s independent innovation demonstration zone. Then it makes clear that there are still some problems in China’s Independent Innovation Demonstration Zone, such as the insufficient planning of industrial chain, the lack of regional integration depth, the continuous optimization of innovation achievements, and the improvement of incentive mechanism as soon as possible and homogeneity In the end, the author puts forward the following improvement measures to solve the above problems. It is expected to form a regional differentiated industrial chain, build a new evaluation system, improve the top-level design, build a collaborative innovation community, and improve talent introduction by improving the layout of the industrial chain in the demonstration area We should further improve one’s talent protection mechanism one after another, and one belt, one road development strategy, and promote the "agglomeration effect" of innovation elements in the demonstration area.
