摘要
科技人才评价是科技创新活动的重要内容,是构建创新型科技人才管理制度的重要基础性研究工作。在评述已有科技人才评价研究的基础上,基于创新链提出从基础研究、应用研究、试验发展各个创新环节的科技人才分层评价体系,引导科技人才分类发展。基于创新链建立的科技人才分类评价标准,有助于引导各类人才差异发展,鼓励科技人员在科研单位与企业之间双向流动,支持科技人员创新创业。
Science and technology talent evaluation is an important part of scientific and technological innovation activities, is an importantbasic research work to build innovative scientific and technological personnel management system. On the basis of reviewing the existing research on scientific and technological personnel evaluation, this research puts forward the evaluation system of scientific and technological talents from all aspects of basic research, applied research and experiment development chain, and realizes the hierarchical evaluation system of science and technology talents covering all aspects of innovation. The classification and evaluation standard of scientific and technological talents based on innovation chain helps to guide the differential development of all kinds of talents, encourage the two-way flow of scientific and technological personnel between scientific research institutions and enterprises, and support the innovation and entrepreneurship of scientific and technological personnel.
