环境规制能否助推黄河流域高质量发展

Can Environmental Regulation Promote the High-quality Development of the Yellow River Basin?

黄河流域高质量发展对资源利用和生态保护提出新要求,迫切需要通过环境规制促进黄河流域实现生态保护和高质量发展。本文从动力转换、结构优化、成果共享、环境保护4个维度构建黄河流域高质量发展综合评价指标体系,利用熵权法分别测算黄河流域高质量发展的综合指标和分维度指标。进一步对环境规制影响高质量发展的作用机理进行理论阐释,并通过2004-2017年城市面板数据进行实证分析。总体来看,环境规制能够显著促进黄河流域高质量发展,二者之间呈现倒"U"形关系。目前,环境规制强度处于门槛值左侧,环境规制强度的增加对推进黄河流域高质量发展具有显著助推作用;从分维度指标来看,环境规制有助于动力转换、结构升级以及成果共享,但对环境改善的促进作用并不显著,说明黄河流域生态环境脆弱是制约高质量发展的重要因素,应该加强生态保护与治理。进一步从区域异质性来看,上游地区环境规制强度的增加对高质量发展并未产生显著影响。中、下游地区环境规制与高质量发展之间存在倒"U"形关系。研究结论有助于科学合理制定环境规制政策,为改善黄河流域生态环境和促进高质量发展提供可行路径与政策支持。

The high-quality development of the Yellow River Basin puts forward new requirements for resource utilization and ecological protection.It is urgent to promote the ecological protection and high-quality development of the Yellow River Basin through environmental regulation.This paper constructs a comprehensive evaluation index system of high-quality development in the Yellow River Basin from four dimensions of power transformation,structural optimization,achievement sharing and environmental protection,and uses entropy weight method to calculate the comprehensive and sub dimensional indexes of high-quality development in the Yellow River Basin.This paper further explains the mechanism of environmental regulation affecting high-quality development in theory,and empirically analyzes the urban panel data in 2004-2017.Generally speaking,environmental regulation can significantly promote the high-quality development of the Yellow River Basin,and the relationship between them is inverted"U"At present,the intensity of environmental regulation is on the left side of the threshold,and the increase of the intensity of environmental regulation has a significant role in promoting the high-quality development of the Yellow River Basin.From the perspective of sub dimension indicators,environmental regulation is conducive to power transformation,structural upgrading and achievement sharing,but the role in promoting environmental improvement is not significant,which shows that the fragile ecological environment of the Yellow River Basin restricts the high-quality development We should strengthen ecological protection and management.Further from the perspective of regional heterogeneity,the increase of the intensity of environmental regulation in the upstream has no significant impact on the development of high quality.There is an inverted"U"relationship between environmental regulation and high-quality development in the middle and lower reaches of China.The conclusion of the study is helpful to make scientific and reasonable environmental regulation policy,and provide feasible path and policy support for improving the ecological environment of the Yellow River Basin and promoting high-quality development.
