社会突发事件中档案机构职责分析--以新冠肺炎疫情防控工作为例

Analysis of the Duties of Archives Institutions in Social Emergencies

[目的/意义]新冠肺炎疫情暴发以来各级各类档案机构的战"疫"实践引发了对于在社会突发事件中档案机构应履行职责的思考。[过程/方法]从社会突发事件特征入手,分别从面向档案行业内部的职责与面向社会公众的职责两个角度在宏观层面分析了社会突发事件中档案行政管理机构、各级综合档案馆与业务部门档案机构的职责。[结果/结论]通过对新冠肺炎疫情防控工作实践中档案机构所开展工作入手,分析了各类档案机构在社会突发事件中履行其职责的方式,即构建三级响应机制、及时跟进突发事件信息采集、搭建社会突发事件档案库与利用社交媒体开展线上档案服务。

[Purpose/Significance]Since the outbreak of the New Coronary Pneumonia epidemic,the practice of the"epidemic disease"of various archives at all levels has triggered the thinking that archives should perform their duties in social emergencies.[Method/Process]The article starts from the characteristics of social emergencies,and analyzes the archives management institutions,comprehensive archives at various levels,and business department archives in social emergencies from the perspective of internal responsibilities for the archives and responsibilities for the public.[Result/Conclusion]And through the work carried out by the archival institutions in the practice of the prevention and control of the new coronary pneumonia epidemic situation,the ways in which various archives perform their duties in social emergencies are analyzed,that is,to construct a three-level response mechanism and follow up the emergency information in time Collect and build archives of social emergencies and use social media to develop online archival services.
