国外档案机构应对突发公共事件研究

Research on Foreign Archives Responding to Public Emergencies

突发公共事件具有紧迫性、公共性、复杂性等特征,其形成的档案具有凭证、预警、科研及教育作用。本文通过研究美国、英国、加拿大及日本档案机构面对突发公共事件所采取的制定预警机制、履行本职工作、协调业务交流、注重资源开发与利用等应对措施,并立足于我国档案机构在应对突发公共事件时的实际情况,提出了应强化完善预警机制建设、拓展机构本职工作、及时调整业务交流、注重资源多元化开发四项举措,以期为我国档案机构应对突发公共事件提供思考与启发。

Public emergencies have the characteristics of urgency,publicity and complexity and the documents they form have the functions to support voucher,early warning,scientific research and education.This paper studies the response measures adopted by the archival institutions in the United States,Britain,Canada and Japan in the face of public emergencies to formulate the early-warning mechanisms,perform their duties,coordinate business with other departments and focus on the diversified exploration and utilization of archives and so on.Meanwhile,considering the development and practicalities of archives in China responding to public emergencies,this paper proposes four measures aiming at providing references and inspirations for domestic archives.The four measures include that the archives should strengthen and improve the construction of early warning mechanisms,expand organization’s business,adjust business exchanges in time and focus on the diversified development of resources.
