On the Party Committee’s Responsibility System for Party Construction in Colleges and Universities

落实党建工作责任制是新时代党的建设总要求的应有之义,是推动全面从严治党向纵深发展的有效手段。加强高校党组织建设,对于加强和改善党对高等教育事业的领导,培养社会主义建设者和接班人具有重要的意义。高校党委应提升对落实党建工作责任制的认识,结合贯彻落实习近平新时代中国特色社会主义思想,把高等教育事业发展与党的建设相结合,设置科学的党建工作责任制目标。狠抓高校各级党组织书记落实党建工作"第一责任人"责任是落实党建工作责任制的关键。科学评价党建工作责任制目标的落实,运用好评价成果的激励与问责功能,是落实党建工作责任制的重要保障。

Implementing the responsibility system of Party construction is significant to requirements of Party construction in the new era,and it is an effective way to promote Party self-discipline to in-depth development. Strengthening the construction of Party organizations in colleges and universities is of great significance for improving the Party’s leadership in higher education and in training socialist builders and successors. Party committees of colleges and universities should enhance their cognition of implementing the responsibility system of Party construction,combine the implementation of Xi Jinping’s socialist ideology with Chinese characteristics in the new era, link the development of higher education with Party construction,and set up scientific objectives of the responsibility system of Party construction. The key to implementing the responsibility system of Party construction work is the Party organization secretaries at all levels in colleges and universities as"the first responsible person"for Party construction. It is an important guarantee to scientifically evaluate the implementation of the responsibility system of Party construction and to employ the appraisal results as incentives and accountability functions to the responsibility system of Party construction.
