大学内部治理能力提升:理念共识、实践路径、问题与挑战--基于对大学领导者的访谈 被引量:10

摘要 大学内部治理能力提升已成为我国大学治理现代化进程中的重要任务。2019年4月至7月,"高校内部治理体系创新的理论与实践研究"课题组对国内十所大学主要领导者进行了访谈。通过访谈表明,大学内部治理能力对大学发展影响重大已成为大学领导者的理念共识。完善党委领导下的校长负责制、任用高素质大学领导者,完善校院两级治理体系、激发二级学院治理活力,完善学术委员会运行机制、培育学术委员会学术领导力是完善大学内部治理结构的重要着力点。办学自主权不足,外部评价导向偏颇,缺乏治理内生动力,章程文本尚未在治校实践中落实等为大学内部治理能力提升带来了挑战。 It has become an important task in the process of modernization of university governance to improve the internal governance capability of universities.The research project“A Theoretical and Practical Research on the Innovation of the Internal Governance System in Higher Education Institutions(HEIs)”were luckily to interview ten university leaders in China during April and July 2019.Based on our interview,we understood that toward the necessity of the improvement of internal governance capability of universities,the leaders already form the common opinion.Strengthening the principal accountability system under the leadership of the Party committee,appointing high-quality leaders,perfecting college-level governance structure and completing the operating mechanism of the academic committee are the key measures in improving the internal governance structure of universities.However,the lack of autonomy and internal impetus,the external evaluations,and the inactive university charters are the challenges that must be faced.
