农村信息化对农业经济增长的影响——以河北省为例

Impact of Rural Informatization on Agricultural Economic Growth:Taking Hebei Province as an example

目的农村信息化能够促进农业经济增长,帮助农业更好更快发展。农村信息化的众多指标对农业经济增长有不同的贡献,探索农村信息化指标中对农业经济增长贡献较大的指标,并提出有利于农业经济增长的相关建议。方法以河北省为例,选择12项农村信息化指标和1项农业经济增长指标,通过灰色关联分析法,测算农村信息化众多指标和农业经济增长指标的灰色关联度并按关联度高低排序。结果农村信息化的12项指标中,与农业经济增长指标的关联度由大到小分别是有线广播电视用户数、农村电视节目人口覆盖率、固定互联网宽带接入用户、农村广播节目人口覆盖率、有线电视用户、农村用电量、互联网普及率、固定电话、彩色电视机、有线数字电视用户、移动电话和计算机。结论农村信息化指标中的有线广播电视用户数对农业经济增长的影响最大,因此,要加强农村有线广播电视等媒体的基础建设和维护,巩固“村村通”“家电下乡”的成果;提升“三农”相关电视节目数量和质量,以科学技术助力农业发展;为农户提供农业相关知识及技术培训,让农村信息化建设与农业生产、农户生活联系更紧密,为促进农业经济增长提供更多解决方案。

Objective Rural informatization can promote agricultural economic growth and help agriculture develop better and faster.Many indicators of rural informatization have different contributions to agricultural economic growth.The more-contributing indicators were explored and some suggestions conducive to agricultural economic growth were put forward.Methods With Hebei Province as an example,12 indexes of rural informatization and 1 index of agricultural economic growth were selected.The grey correlation analysis was used to determine the correlation degree of indexes of rural informatization and agricultural economic growth indexes.Results 12 indicators of rural informatization of the correlation degree from large to small with agricultural economic growth were the number of cable radio and television users,rural TV program population coverage rate,fixed Internet broadband access users,rural radio program population coverage rate,cable TV users,rural electricity consumption,Internet penetration rate,fixed telephone,color TV,cable digital TV users,mobile phone and computer.Conclusion The number of cable radio and television users among the rural informatization indexes has the greatest impact on the economic growth of agriculture.Therefore,it is necessary to strengthen the basic construction and maintenance of rural cable radio and television and other media,consolidate the achievements of“connecting every village”,and“bringing home appliances to the country side”.We should increase the quantity and quality of TV programs related to agriculture,rural areas and farmers,and use science and technology to support agricultural development.We also should provide farmers with agriculture-related knowledge and technical training,so that rural informatization construction is more closely linked to agricultural production and farmers’life,thus providing more solutions to promoting agricultural economic growth.
