我国精准扶贫中金融支持问题研究

Research on financial support in targeted poverty alleviation in China

在精准扶贫中通过金融支持,能够有力发挥金融配置资源的优势,激发扶贫发展的内生动力,是全面建成小康社会,打赢脱贫攻坚战的重要支撑。现以我国扶贫开发的具体国情为出发点,立足金融支持精准扶贫的概念及发展现状,发现金融扶贫工作中存在基层金融服务匮乏,金融扶贫信贷风险大、制度不健全,金融支持政策引导力差,脱贫对象再次返贫等问题。在经过对问题原因分析的基础上,提出完善农村金融服务体系,完善信贷风险保障机制,推动政策协调发展等建议。

Through financial support in precision poverty alleviation,it is possible to give full play to the advantages of financial allocation of resources and stimulate the endogenous driving force for the development of poverty alleviation.It is a significant support for building a well-off society and winning the battle against poverty.Based on the specific national conditions of poverty alleviation and development in China,this paper bases on the concept of financial support for targeted poverty alleviation and the status quo of development,and finds the following problems in financial poverty reduction:Grass-roots financial services are lacking,financial poverty alleviation credit risks are high,the system is not sound,financial support policies are poorly guided,and poverty alleviation targets return to poverty again.Based on the analysis of the causes of the problems,the following measures are proposed:improve the rural financial service system,improve the credit risk protection mechanism,promote the coordinated development of policies,and form a professional assessment mechanism for poverty alleviation.
