污染源监测制度与排污许可制度衔接探析

Study on Linking up Pollution Source Monitoring System and Pollutant Discharge Permit System

建立以排污许可制度为核心的"一证式"管理,关键在于实现制度衔接,尤其是要做好与污染源监测制度的衔接,最终要形成"环评管准入、许可管排污、执法管落实"的局面。在新形势下,目前我国污染源监测制度支撑排污许可制度面临着诸多问题。通过分析衔接存在的问题,从法律法规、监测能力、排污许可证前核查和证后评估、自行监测质量管理、排污许可信息化等方面提出优化衔接的对策和建议。

The key to establishing the "one certificate" management with pollutant discharge permit system as the core is to realize system connection, especially to link up with pollution source monitoring system, and finally to form a situation of "environment impact assessment manage environmental access, pollutant discharge permit system manage pollutant emission, law enforcement system manage implementation". Under the new situation, China’s pollution source monitoring system is facing many problems in supporting the pollutant discharge permit system at present. By analyzing the existing problems in the connection, this paper puts forward countermeasures and suggestions to optimize the connection from many aspects, such as laws and regulations, monitoring ability, assessment after pollutant discharge permit, self-monitoring quality management, and information management of pollutant discharge permit.
