产业链视角下疫情对农业产业的冲击与金融支持对策分析

The Impact of COVID-19 on Agriculture and the Countermeasure of Financial Support:From the Perspective of Agricultural Industrial Chain

新冠肺炎疫情的爆发使我国农业产业受到强烈冲击,特别是因疫情采取的一系列防控措施造成农业生产和销售等环节的不便,使得农业产业链部分环节出现断裂。论文将农业产业链划分为产前、产中、产后三个环节,分析疫情对全产业链中的种子业、粮食种植业、果蔬业、花卉业等产业以及对农产品加工、出口贸易等行业造成的冲击,其主要表现为耽误农时、造成农资短缺、导致农产品滞销、供需难以平衡等产业链运转受阻所带来的问题。为降低疫情对农业产业带来的负面影响,金融部门可以通过支持农村基础设施建设,保障疫情期间农户收入稳定,同时大力推广金融机构线上服务,为涉农企业和农户提供短期流动性支持,以确保农业产业链的正常运转。

The outbreak of the COVID-19 has hit China’s agricultural industry.Particularly,the prevention and control measures of the epidemic have caused inconvenience in production and sales,so that some links of the agricultural industry chain appeared to break.This article divides the agricultural industry chain into three parts:pre-production,mid-production,and post-production,and analyses the impact of the COVID-19 on the seed,grain,fruit and vegetable,flower and other industries as well as agricultural product processing and export trade in the entire agricultural industry chain.The main problems are delays in agricultural time,shortage of agricultural resources,slow sales of agricultural products,and difficulties in balancing supply and demand.In order to reduce those negative impacts,the financial sector can support the construction of rural infrastructure to ensure the stability of farmers’income,and strengthen the online services of financial institutions to provide short-term liquidity support for agricultural enterprises and farmers to ensure the normal operation of the agricultural industry chain.
