职责与使命:重大突发公共卫生事件应对之公安作为——以新型冠状病毒感染肺炎疫情为例

Responsibility and Vocation:Public Security’s Accomplishment Respond to Magnitude Outburst Public Health Incident

重大突发公共卫生事件具有传播速度快、感染范围广、防控难度大的特点。以新冠肺炎疫情为例,公安机关在应对中存在各类对象查找难、全民约束管控难、违法犯罪查处难、源头治理适法难、疫后纠纷调处难、服务群众优质难、负面舆情应对难等问题,主要原因为程序化应对机制较弱、专业化处置能力不足、法治化社会治理滞后、温情化工作方法不佳。必须进一步厘清职责任务,牢记使命担当,在"预、早、情、法"上积极作为,真正做到前瞻敢担当、抢早保生命、温情树警风、严法扬警威,切实提升公安机关应对重大突发公共卫生事件的能力和水平。

Magnitude Outburst Public Health Incident was characterized by high propagation speed,wide infection range,difficulty of control.When facing Epidemic situation of pneumonia caused by novel coronavirus infection,the public security organ has difficulties in finding various kinds of objects,controlling people,investigating illegal criminal activities,legitimizing source treatment,mediating disputes by epidemic,serving the people with high quality,handling the negative public opinion.The reasons of these difficulties lie on the weak program mechanism,the insufficient ability of specialized handling,the lag of legalizational social governance,and the ineffective softhearted working methods.Thus,the public security organ should crystallize their responsibility,remember their mission,and focus on"prevention,preference,emotion,law"in performing duties.In order to build safe defense line for Chinese people,they should take their responsibility,protect people’s life,be warmth to people,be strict to enforce the law.
