中国特色新型防务智库发展态势与政策建议

Development Trend and Policy Suggestions of New Defense Think Tanks with Chinese Characteristics

[目的/意义]防务智库是国防和军队建设科学民主依法决策的重要支撑,是实现国防和军队"四个现代化"、增强军事软实力的重要力量。[方法/过程]界定了防务智库、军事智库相关概念范畴,分析了当前新型防务智库得到党和军队高层重视、力量迅速增长、研究工作全面推进、活动与成果丰富、咨政作用明显、国际话语权提升等基本情况,总结出国防和军队改革急需、军事战略特色突显、管理体制变革、"3+X+Y"格局重塑、品牌体系形成、理技结合、军地旋转门加速7个重要特征。[结果/结论]围绕当前中国特色新型防务智库建设发展存在的诸多问题,提出了建立健全防务智库规范性制度、制定顶层智库专项规划计划、强化体系化力量格局、培育防务思想市场、融合大数据智能技术、实施"走出去"战略6方面政策建议。

[Purpose/significance]The defense think tank is an important support for the scientific,democratic and legal decision-making of national defense and military construction,as well as an important content for realizing the"four modernizations"of national defense and military and enhancing the military soft power.[Method/process]This paper defines the relevant concepts of defense think tanks and military think tanks,analyzes the basic situations of the current new defense think tanks,such as the high-level attention of the nation and the military,the rapid growth of strength,the comprehensive promotion of research,the rich activities and achievements,the obvious role of capital and government,and the promotion of international discourse power.Then,it summarizes seven important features:the needs of national defense and military reform,the prominent characteristics of military strategy,the reform of management system,"3+X+Y"pattern remodeling,brand system formation,combination of theories and technologies,military and local revolving door acceleration.[Result/conclusion]Focusing on the current problems in the construction and development of new defense think tanks,this paper puts forward six policy suggestions:establishing and improving the normative documents of defense think tanks,formulating the top-level think tank special planning and plan,strengthening the systematic power pattern,cultivating the defense thought market,integrating big data intelligent technology,and implementing the"going out"strategy.
