财政促进乡村产业发展的实践与思考——基于罗田县财政支持乡村产业发展的实践分析

Practice and Thinking of Fiscal Promoting Rural Industry Development--Analysis of the Practice in Luotian County

随着脱贫攻坚战的即将胜利,推进乡村振兴成为各地政府的又一重要任务。在此过程中,湖北省罗田县探索实施了包括推进产业扶贫、健全信贷担保体系、扶持村级集体经济发展、设立农业产业发展基金、扶助新型农业经营主体、完善农业灾害保险体系等一系列政策措施,取得了较好成效,但同时仍然存在政策供给不足、资源配置错位、治理体系不健全、公共服务滞后等问题。本文立足财政部门基本职能,认为需要从加强政策制度供给,形成财政稳定投入机制,健全基层治理体系,巩固乡村产业发展基础,加快农村综合改革,优化乡村产业发展环境等方面予以综合解决。

With the coming completion of poverty alleviation,promoting rural revitalization has become another important task of Chinese government.In this process,Luotian County in Hubei Province has explored and implemented a series of policy measures,including promoting industrial poverty alleviation,improving the credit guarantee system,supporting the development of village level collective economy,setting up the agricultural industry development fund,supporting the new agricultural operation subject,and improving the agricultural disaster insurance system,which have achieved good results,but at the same time,there are still insufficient policy supply,misaligned resource allocation.The governance system is not perfect,and the public service lags behind.Based on the basic functions of the fiscal department,this paper holds that it is necessary to make a comprehensive solution from the aspects of strengthening the supply of policies and systems,forming a mechanism of financial stability,improving the grass-roots governance system,consolidating the foundation of rural industrial development,accelerating the comprehensive reform of rural areas,and optimizing the development environment of rural industries.
