高中学校体育政策执行中现存问题及改进策略

Existing Problems and Improvement Strategies in the Implementation of Sports Policies in High Schools

新中国成立以来,国家各级各部门颁发了许多有关于学校体育的政策与条例,不断引领我国学校体育事业向前发展,但众多研究表明近些年来我国学生体质健康水平仍在不断下降,尤其是青少年,反映出我国中小学体育课程的开展过程中仍存在着较大的问题。采用文献资料、问卷调查、访谈等方法,对山西省12个地级市的20所高中学校体育政策执行情况进行研究,结果发现:目前最为突出的问题是学校体育政策执行不力,有法不依、有章不循,缺乏监督机构和监管体制机制。相应对策:加强高中学校领导群体的工作意识;着力落实国家颁布的学校体育法规政策;构建科学规范的监督体制机制;加大学校体育政策宣传力度;去除仁治思想,树立法制化理念。

Since the founding of the People's Republic of China,many departments and departments at various levels have issued many policies and regulations on school sports,which have continuously led the development of school sports in China.However,many studies have shown that the physical health of Chinese students is still declining in recent years,especially It is adolescents,reflecting that there are still major problems in the development of physical education curriculum in primary and secondary schools in China.Using literature method,questionnaire survey method and interview method,this paper studies the implementation of sports policy in 20 high school in 12 prefecture-level cities in Shanxi Province.It is found that the most prominent problem at present is that the implementation of school sports policy is weak and there is no law.There are no rules,no supervision mechanism and regulatory system.Corresponding countermeasures:Strengthen the work consciousness of the leading groups of high school schools;focus on implementing the school sports regulations and policies promulgated by the state;construct a scientific and standardized supervision system;increase the propaganda of school sports policies;remove the idea of benevolence and rule the concept of legislation.
