在新时代的背景下,债务风险是我国地方政府面临的主要问题。PPP模式将政府的一些职责以特许权的形式转移至社会资本方。政府和社会资本方建立了一个共同的系统,即在整个过程中共享利益、共担风险和共同合作的体系。近年来,随着PPP模式的持续发展,经常出现投资失控的问题,这导致地方政府的支出显著增加。论文在PPP模式推行的背景下回顾了工程成本管理的现状,并根据现状提出了工程造价管理的建议。

Under the background of the new era,debt risk is the main problem faced by local governments in China.PPP mode transfers some responsibilities of the government to the social capital side in the form of concession.Government and social capital side establish a common system,that is,a system of sharing interests,risks and cooperation in the whole process.In recent years,with the continuous development of PPP mode,the problem of investment out of control often occurs,which leads to a significant increase in local government spending.Under the background of the implementation of PPP mode,this paper reviews the current situation of engineering cost management,and puts forward suggestions for engineering cost management according to the current situation.
