摘要
就组织理论学者而言,应用自组织理论优化公共治理制度,既可避免无效益的外驱动控制和治理,又可强化高效益的内驱动安排,如赋权及其必然衍生的自下而上和实事求是的变革。论文的分析显示,赋权是相对复杂的问题,既影响治理制度权力的重新配置,又难以保证公共组织绩效测量及问责的精准性和可操作性,且难以确定公共管理者扩权后果的可接受性。因此,学界有必要进行更多更全面的实证研究,以确定哪一类别的公共治理制度和组织及哪些治理任务是最为适合自组织的安排。
For the scholars of organization theory,the application of self-organization theory to optimize the public governance system can not only avoid the external driving control and governance without benefit,but also strengthen the internal driving arrangement with high benefit,such as empowerment and its inevitable derived bottom-up and pragmatic changes.The analysis of the paper shows that empowerment is a relatively complex problem,which not only affects the reallocation of governance system power,but also is difficult to ensure the accuracy and operability of performance measurement and accountability of public organizations,and it is difficult to determine the acceptability of the consequences of public managers'power expansion.Therefore,it is necessary for the academic community to conduct more comprehensive empirical research to determine which types of public governance systems and organizations and which governance tasks are the most suitable for self-organization arrangements..
