针对工矿企业环境应急管理中存在的一些疑惑,系统归纳提出了事故应急池设置依据、不同行业事故应急池容量确定方法及日常监管要求。对建设项目环境影响评价、工矿企业环境风险隐患排查、环境应急能力评估、环境应急管理均有明显的参考意义。

Based on some doubts existing in environmental emergency management of industrial and mining enterprises,this paper systematically summarizes and analyses the basis for setting up emergency pools for accidents,the methods for determining the capacity of emergency pools for accidents in different industries and the requirements for daily supervision.It has obvious reference for environmental impact assessment of construction projects,potential environmental risk investigation of industrial and mining enterprises,environmental emergency capacity assessment and environmental emergency management.
