国家公园建设的公众参与机制研究

Research on Public Participation Mechanism of National Park Construction in China

指出了目前在国家公园建设管理过程中让公众拥有权利进行参与已成为发展趋势。在我国国家公园体制建设背景下,研究公众参与机制对于未来国家公园的建设与发展具有十分重要的意义。分析了我国国家公园建设面临的参与主体单一化、政府信息公开不明确、公众参与缺乏反馈、公民自身参与意愿较低等问题。在借鉴国外国家公园管理中公众参与先进经验的基础上,围绕公众参与群体、公众参与内容以及公众参与方式3个基本要素,构建了我国国家公园的公众参与机制,以期为未来我国国家公园建设管理提供参考。

At present,it has become a development trend to involve the pub lie in the process of national park construction management.In the context of China's national park system construction,studying the public participation mechanism is of great significance for the future construction and development of national parks.This paper analyzes the simplification of participation in the construction of national parks in China,the unclear disclosure of government information,the lack of feedback on pub lie participation,and the low willingness of citizens to participate.Based on the experience of public participation in foreign national park management,the public participation mechanism of national parks in China is built around the three basic elements of public participation group,public participation content and public participation mode,and it is expected to help in the construction and management of national parks.
