On the Internal Mechanism of Network Poverty Alleviation and the Re-poverty Risk

随着扶贫开发进入决胜阶段,网络扶贫的内在机制显示出更为突出的作用。它通过重构社会关系、赋予知化权力、增加社会关注度等方式为贫困地区和贫困人口激发经济增长活力,增强应对社会变革、换道超车的本领。不过,网络扶贫应用不当的情况下,也存在一定的返贫风险。这种风险的根源在于对网络扶贫发生机制在形式上的过度依赖,从而忽视了社会经济建设更为广泛的深层因素。预防返贫风险的基本原则是要构建贫困地区和人口经济发展的可持续力。而要获得这种力量,就必须建立新的村社功能元体系、经济共同体协同发展的运行机制和扶贫大数据,从组织结构、功能和技术三个维度入手,提高贫困地区和人口应对返贫风险的能力。

With the development of poverty alleviation entering the decisive stage,the internal mechanism of network poverty alleviation shows a more prominent role.It can stimulate the economic growth vitality and enhance the ability to cope with social changes and overtake others for the poor areas and the poor population by reconstructing the social relations,giving the intellectual power,increasing the social attention and so on.However,in the case of improper application of network poverty alleviation,there is a certain risk of re-poverty.The root of this risk lies in the excessive dependence on the form of the occurrence mechanism of the network poverty alleviation,and thus the deeper factors of the wider social and economic construction are ignored.The basic principle of preventing the re-poverty risk is to build the sustainable development of poverty-stricken areas and population economy.In order to gain this power,we must establish a new functional meta system of village and community,an operational mechanism of coordinated development of economic community and big data of poverty alleviation,and improve the ability of poor areas and population to cope with the risk from the organizational structure,functions and technologies,the three aspects.
