欧盟实施《欧洲绿色政纲》对中国的影响与应对

INFLUENCE OF IMPLEMENTATION OF EUROPEAN GREEN PLATFORM BY THE EU ON CHINA AND ITS COUNTERMEASURES

《欧洲绿色政纲》(以下简称《绿政》)是欧盟新任主席推出的创新增长战略,提出了欧盟到2050年成为全球第一个净零碳区域的宏大目标,明确了推进绿色投资和融资、绿色财政等一系列政策,确定了绿色外交和贸易政策的方向。新冠肺炎疫情在全球爆发后,《绿政》中的内容将成为欧盟恢复经济的重要抓手。《绿政》的推出和实施,不但会影响欧洲的发展,而且会对中国参与国际贸易、全球气候谈判、全球绿色金融等产生直接或间接的影响。因此,我们应高度重视中欧气候外交对改善中国国际环境的重要作用,积极应对碳边境调节税、可持续化学品审查等非关税贸易壁垒对欧洲出口的冲击,加强中欧绿色技术和数字经济领域合作,携手欧盟推动建立全球可持续金融体系。

European Green Platform is the innovative growth strategy launched by the new president of the EU.It puts forward the grand goal of EU to become the first net zero carbon region in the world by 2050,defines a series of policies to promote green investment,financing and finance,and determines the direction of green diplomacy and trade policies.The launching and implementation of Green Platform will not only affect the development of the Europe,but also have a direct or indirect impact on China's participation in international trade,global climate negotiations and global green finance.Therefore,we should attach great importance to the important role of China-EU climate diplomacy in improving China's international environment,actively respond to the impact of nontariff trade barriers such as carbon border regulation tax and sustainable chemical review on European export,strengthen cooperation in green technology and digital economy between China and the EU,and cooperate with the EU to promote the establishment of a global sustainable financial system.
